I've created a grid of circles, exported in SVG format and have tried converting to gcode using CAM and also vpype-gcode.

Both options interpolate the circle and produce heaps of little G1 lines which makes drawing circles painfully slow.

I understand a G2 or G3 command is preferable for arcs however I can't find any options or alternatives to produce this output.

Are there any settings in grblHAL I can tweak to make the G1 circles draw faster? Or does anyone know how I can convert circles in an SVG to G2/G3 commands?

Try more advanced CAMs. See docs.openbuilds.com > Software section

OpenBuilds CAM is a basic free entry level CAM where it only accepts Paths/Polylines. From your CAD you can control segment length to avoid super small sections that starve the buffer

If your acceleration is very low you can have issue with this as well, every little segment it will slow down and never get up to speed.
Just don't go crazy with it or lost steps may occur.
    Cheers
