Newbie here so please be gentle.

If I purchase the Lead 1010 machine with the High Z Mod and a 4th/rotary axis would I be good to go for pool cue work? Aside from software, would I need anything else?

I currently own a 1000x1000 X-Carve that I've used exactly once in 7+ years of ownership. I have upgraded the motors, gantry, belts, and stiffened the rails. I know Inventables Controller doesn't allow for 4th axis work. Could I use Openbuilds Controller and make that possible? What else would I need to change or would it be better to purchase a whole new machine?

BlackBox X32 supports 4-axes (Wizards and tools > Firmware flashing tool > Machine style > 4 Axes > Flash to enable)
We have a 4-axes post for Fusion 360 you can use to CAM https://github.com/OpenBuilds/OpenBuilds-Fusion360-Postprocessor or consider DeskProto offers CNC machining for non-machinists
Hardware wise, not much to it, line up a 4th axes under the X (usually parallel with X more popular as its proper A-Axis) however you see fit to fit your stock.

Then same usual CAD > CAM > Gcode ran through CONTROL workflow

Would I also need the Openbuilds power supply?
Is it safe to assume I also need the Openbuilds power supply?

Also, do you know if the High Z Mod will fit the 1000x1000 X-Carve? It looks way more robust than what I have currently.

Highly recommended. Low quality power supplies can seriously damage electronics. It's not something to economise on - not that the Openbuilds power supply is particularly expensive.

    Alex.
