I've got a Blackbox controller X32 that came with a Ratrig Stronghold Pro. When I try to connect via USB Serial port (com 3) it repeatedly returns this message.

[16:55:44] [ connect ] ERROR!: No Response from Controller - See docs:blackbox-x32:faq-usb-connection-failed [OpenBuilds Documentation] for troubleshooting information. Closing port COM3

There is nothing connected to the controller except the power and the computer. I've gone through the troubleshooting guidance and nada, zip, nothing.

    anyone got any ideas?

Yes, I think so. In device manager -USB Serial Port (Com 3) Properties confirms device is working properly

check the usb cable, make sure it isnot a 'charge phone only' cable which do not transmit data
