yeah, lots of them, all you need is money (-: however, this is free for personal use 3D CAD/CAM Software for Product Design | Fusion 360 and there are others. Sketchup+SketchUcam is also free and can do limited rotary axis stuff, ie you can turn an A B or C axis and then do 2.5D work on the face presented to you.
it does with indexing, autodesk are still working on continuous 4th axis and is available in beta mode only as its not a finished feature they say it should be in a late November update if it completed in time
