I have downloaded GRBL panel , but have no idea how to start it .. or where the file I click is to start it ?
Executable is in the download: GrblPanel-Release-1.0.9.17.zip Unzip it and the executable is GrblPanel.exe

Absolutely - its because they look down on windows programs, so they push the Linux version, you have to route around to find one for the windows operating system
