Are you running dual belts? could be the belt running up on top of the other.. doesn't ever do it on Z?
Are you using GRBL? if not never mind.. if yes, "$$" is the command to list your grbl settings :)
turning slow is not caused from the PSU, probably a setting. which motors and drivers are you using? if using GRBL please copy paste your $$ settings
post all your $$ settings... Do a calibration to tell you if your steps per mm are correct
