The router on the CNC machine at the program for mentally-handicapped people won't run when I turn it on. I checked the brushes and found one badly worn and other "missing" - just a wire. The woodshop teacher had to order new brushes. Are there brushless motors for routers?

Yes a spindle with VFD is a brushless motor.. it cheaper to buy brushes and replace on a schedule, but that router is a fixed speed so a true VFD Spindle would be a big upgrade.
2.2kw would be equivalent to the pc690 router power you are using.

I know that there are two kinds of spindles with VFDs - air-cooled and water-cooled. Water-cooled spindles could be too much trouble because water can leak and pumps can break down. Are there spindles that have the same diameter bodies as PC 690 router? I found out that there's PC 890 router with variable speed for $150.

Air cooled spindle can mount to a flat surface as they typically have their own mounting bolt holes.
Water cooled 2.2kw are typically 80mm dia.. I'm not sure what the dia of the PC890 or 892 is. Chinese mounts are stout and cheap so not a big deal either way.
    Cheers

I read the manual for an VFD and got confused on setting up the VFD. Most VFDs require 220V and both my house and the woodworking shop have 110V outlets only.

800w (65mm diameter, air cooled ones) are usuay easily available for 110v. 1.5kw and 2.2kw ones tend to be 220v. Just make sure you buy the 110v version. Seaching for "110v VFD Spindle" should narrow it down on the usual shopping sites
