Help setting up a new build

New user here trying to get my machine working in its new home and out of the living room.
Having some really basic issues, my PC isn't detecting the blackbox. When I plug in the USB the light turns on for a split second then goes out.

Was previously working fine, though on a different computer.
I realise this is a really basic issue to troubleshoot, I am just a little alarmed as it was working extremely well last week. If anyone has 30 mins to help me get it to "hello world" status it would be much appreciated.
