So I am helping a guy set up his machine and we are using OB's control software. He set it up and it is working but when he zero's his machine and then jogs on his x or y 1 inch it only travels 0.039 of an inch? Why is that?

Wizards and tools > Calibration - his steps per mm is off - the Grbl Wiki is a must-read Grbl v1.1 Configuration

Or you accidentally set $13=1 (Should be $13=0)

Here's a question for you Peter. sometimes. not all the time... I will jog my machine and instead of it jogging one inch it jogs two. Why is that?

Lots of possibilities, first guess: wireless mouse/keyboard used for sending jog command / clicking jog button?

Okay... he recalibrated and it is still reading 0.039 of an inch when he jogs an inch. $13 is set to 1 at the moment.

As Peter said, $13 should be set to zero.
    0.039" is almost exactly 1mm.
