Can Shetchucam be used with the free web based Sketchup? If so How do I install it, since the Sketchup menu comes up different than described in the install instructions?
The Web based version does not support Plugins. Use Sketchup Make 2017 from Downloading older versions | SketchUp Help
I am setting up a DIY CNC router which requires a parallel interface. I have a Dell Latitude D600 with windows XP and a parallel output, but it is a 32 bit system. Any Ideas of software for this configuration?

That was a high quality laptop computer at the "Turn of the Century". Just thought since I have it and it's free why not give it a try. It does have Sketchup 7 on it already. Would that work with SketchUCam?. That's it, I won't take up any more of your valuable time. Thanks for the advice.
See SketchUcam Download for instructions for Sketchup 7, but again, it is quite old! The learning curve on this hobby is hard enough, using up to date software just makes it all better man, I'm all for rehack and reuse, but with things like this you just open yourself up to frustrations with unsupported software, old bugs thats long since been fixed in newer versions, slow hardware that will cause all kinds of communication hickups, lack of support from vendors (most will tell you to upgrade if something doesnt work)
